- Improves the section about OpenAthens and VPN of the dynamed
  procedure.
- Improves the Dynamed procedure with a better explanation of the
  advantage of a personal account.

html: create dynamed documentation files 
- Creates the HTML files for the Dynamed documentation. The page should
  be linked from the "ressources transversales" page.
- Creates a minimal README file to start the project
