Makefile: display a minimal help message 
- Creates the Makefile.
- Adds a way to display a minimal help message. This part comes entirely
  from
  <https://www.thapaliya.com/en/writings/well-documented-makefiles>.
- Documents the requirements and the usage in the README.
- Closes #2.
